Photoscape 3.5

Photoscape is a freeware which has a variety of features that allow you to do photo editing / image instantaneously, such as resizing images, lighting effects, crop the image, giving the picture frames, raw converter, batch editor, screen capture, merge multiple photos, etc.. In addition we can also create a simple animated gif.
